Description: This file is primarily made up of reference information and various politicians' positions on topics of issue during Baker's senatorial campaigns. Folders include reports, memos, fact sheets, press releases, news clippings, statements, news letters, pamphlets and other publications, record vote analyses, and correspondence though not all types are in each folder. The file and folder titles and arrangement are as created by Baker's staff except some folders have been subdivided into multiple folders and a few titles have been expanded to aid in comprehension.

Arrangement: Folders are in alphabetical order by subject.

GENERAL FILE 1968-1976 (2 cu. ft.)

Description: This file contains correspondence, memos, notes, reports, clippings, schedules, statements, receipts, address lists, and bills relating to Baker's 1972 campaign for U.S. Senate.

Arrangement: Folders are in alphabetical order by folder title with a subarrangement under Payroll Records. The Payroll Records are in alphabetical order by employee's surname except for a few general folders at the beginning.

CHECKBOOKS 1972-1973 (1 cu. ft.)

Description: This file contains checkbooks for three committees relating to Baker's 1972 campaign for U.S. Senate: the Committee to Re-elect Senator Howard H. Baker, the Baker for Senate - Payroll, and the Baker for U.S. Senate Finance Committee. They contain completed check stubs and unused checks.

Arrangement: The checkbooks are grouped by committe and the groups are in chronological order by the earliest dated check. Within each group, checkbooks are in chronological order.

CHECK REQUESTS 1972-1973 (1.8 cu. ft.)

Description: Folders contain memos to the accounts payable clerk from the campaign director (Sam Bartholomew, Jr.) authorizing payment and requesting checks be written for various campaign expenses. The invoices and cancelled checks are also included and make up the bulk of this file. Original folder titles vary from "check requests", to "checks requested", to "checks written" but contained the same types of material and have therefore been standardized to "Check requests." Dates on folders are close to but not necessarily exactly the same as the date of the checks or the check request memos.

Arrangement: Folders are in chronological order.

CONTRIBUTION RECEIPTS 1972 (3 cu. ft.)

Description: These are 3.75 in. X 4 in. multi-copy (6-7 pieces of paper), multi-color carbon copy receipt forms used to keep track of contributions to Baker's 1972 senatorial campaign. Some of these are receipts for tickets for an Appreciation Dinner held 6/20/72 in Nashville. Information filled in on the receipts includes reference number, name, address, amount received, date received and deposited, county to credit, and occupation. The yellow copies are filed with the bank deposit slips and paper adding machine tapes listing the itemized and unitemized contributions being deposited.

Arrangement: The receipts are divided into three groups, plus one miscellaneous group, according to the color and how they are filed; these consist of the gold copies, the pink copies, the yellow copies, and the miscellaneous copies. Each has its own arrangement:

The gold colored copies are in a card file in alphabetical order by county of the contributor. Within county groups, the receipts are arranged in one or more alphabetical groups by the contributor's surname. (When a county has more than one A-Z surname group these groups are separated by cards, some of which have county names on them that apparently were reused and have no relationship to the county of the contributor.)

The pink copies (though the front of many look blue from the copy ink) are in a card file in alphabetical order by surname of the contributor.

The yellow copies (with deposit tickets and adding machine paper lists) are generally in numerical and chronological order (in loose stacks in last box).

Numbered but otherwise blank forms, voided forms, and some unfiled forms are included in the last box along with some unused deposit slips.

BAKER'S 1978 SENATORIAL CAMPAIGN FILES 1977-1979 (8 cu. ft.)

GENERAL FILE 1977-1978 (4 cu. ft.)

Description: This file contains information and documentation used to run and keep track of the campaign. Folders vary widely as to the type and amount of materials each contains. The types of material contained in this file include correspondence, address lists, memos, notes, reports, official forms, maps, and schedules. Personnel files are included in this file; items found in those folders include resumes and supporting material and correspondence and notes dealing with applying for work, conditions and terms of employment, and with leaving employment.

Arrangement: Folders are in alphabetical order by title. Personnel files are found in the P's and are thereunder arranged alphabetically by employee's surname. Documents within some folders are arranged alphabetically or chronologically but most have no apparent arrangement within folders.

CLIPPINGS FILE 1973-1978 (bulk 1978) (0.6 cu. ft.)

Description: These folders contain newspaper clippings relating to Baker's 1978 campaign for U.S. Senate; they are from a wide variety of Tennessee newspapers. Most of them are about Baker's opponents (or potential opponents) or issues brought up during the campaign.

Arrangement: Folders are in alphabetical order by title.

CORRESPONDENCE FILE 1978 (0.6 cu. ft.)

Description: These include two groups of correspondence. The first contains white copies of out-going correspondence from various Baker staff and sometimes from Baker himself. They primarily concern return of contributions, thanks to volunteers, and reponses to offers of assistance. The second group is of miscellanous correspondence primarily from Michael F. Adams, the executive director of the Re-elect Senator Baker Committee. Yellow out-going copies are often accompanied by the related incoming correspondence.

Arrangement: The out-going white copies are in alphabetical order by the addressee's surname. The miscellaneous correspondence folders are in chronological order; the documents within them are generally in alphabetical order by addressee's surname.

COUNTY PROFILE FILE 1978 (0.4 cu. ft.)

Description: This file is made up of folders for 41 of Tennessee's 95 counties. The information was apparently collected by the staff as an aid to planning the campaign in that area of the state. The types of information found in most folders includes: profile summary, population information, maps, registered voter and voting statistics, local officials, key political figures, federal grants received, major events, industry and economic data, newspapers, tv and radio stations, Baker's last visit to the county, and precinct and district information.

Arrangement: Folders are in alphabetical order by county name.

FEDERAL ELECTION COMMISSION (FEC) FILE 1976-1978 (0.7 cu. ft.)

Description: This file is primarily made up of copies of FEC reports from Baker's 1978 senatorial campaign but also includes other candidates' FEC reports and some FEC notices and forms.

Arrangement: Baker's FEC reports are in chronological order and are preceded by other candidates' reports and a few other related folders.

CAMPAIGN COMMITTEES BANK RECORDS 12/1976-5/1980 (1 cu. ft.)

Description: This series is comprised of checkbooks and bank statements with cancelled checks of Baker's 1978 senatorial campaign committees: the Tennessee Committee for Baker and the Re-Elect Senator Baker Committee. The checkbooks are spiral bound books containing check stubs and unused checks (an occasional letter or memo is included in the checkbooks). The Tennessee Committee for Baker account was open until July, 1977 when the remaining funds were transferred to the Re-Elect Senator Baker Committee account.

Arrangement: The series is divided into there groups: bank statements, "P" checkbooks, and "G" checkbooks. Within these groups items are generally in chronological order.

Description: This series is made up of files relating to Baker's presidential campaign that were kept by Jim Cannon, Baker's Administrative Assistant. A wide variety of documents are included such as: memos, correspondence, notes, reports, clippings, agendas, schedules, statements, press releases and speeches.

Arrangement: These files are in three basic groups: miscellaneous, names, and states. Within each group, files are arranged alphabetically, thereunder chronologically.

CAMPAIGN SCHEDULES 5-12/1979 (1 cu. ft.)

Description: Folders include daily schedules, correspondence, notes, memos, press notifications, clippings, and background information relating to Baker's trips, events, and meetings scheduled as part of his 1980 Presidential campaign. Some of the events were cancelled or attended by Baker's surrogates.

Arrangement: The folders are in chronological order by date of trip, event, or meeting.
