The file and folder titles and arrangement are as created by Baker's staff except some folders have been subdivided into multiple folders and a few titles have been expanded to aid in comprehension.

Description: Folders contain memos to the accounts payable clerk from the campaign director (Sam Bartholomew, Jr.) authorizing payment and requesting checks be written for various campaign expenses. The invoices and cancelled checks are also included and make up the bulk of this file. Original folder titles vary from "check requests", to "checks requested", to "checks written" but contained the same types of material and have therefore been standardized to "Check requests." Dates on folders are close to but not necessarily exactly the same as the date of the checks or the check request memos.

CONTRIBUTION RECEIPTS 1972 (3 cu. ft.)
Description: These are 3.75 in. X 4 in. multi-copy (6-7 pieces of paper), multi-color carbon copy receipt forms used to keep track of contributions to Baker's 1972 senatorial campaign. Some of these are receipts for tickets for an Appreciation Dinner held 6/20/72 in Nashville. Information filled in on the receipts includes reference number, name, address, amount received, date received and deposited, county to credit, and occupation. The yellow copies are filed with the bank deposit slips and paper adding machine tapes listing the itemized and unitemized contributions being deposited.
Arrangement: The receipts are divided into three groups, plus one miscellaneous group, according to the color and how they are filed; these consist of the gold copies, the pink copies, the yellow copies, and the miscellaneous copies. Each has its own arrangement:
The gold colored copies are in a card file in alphabetical order by county of the contributor. Within county groups, the receipts are arranged in one or more alphabetical groups by the contributor's surname. (When a county has more than one A-Z surname group these groups are separated by cards, some of which have
county names on them that apparently were reused and have no relationship to the county of the contributor.)
The pink copies (though the front of many look blue from the copy ink) are in a card file in alphabetical order by surname of the contributor.
The yellow copies (with deposit tickets and adding machine paper lists) are generally in numerical and chronological order (in loose stacks in last box).
Numbered but otherwise blank forms, voided forms, and some unfiled forms are included in the last box along with some unused deposit slips.

miscellanous correspondence primarily from Michael F. Adams, the executive director of the Re-elect Senator Baker Committee. Yellow out-going copies are often accompanied by the related incoming correspondence.

Description: This series is comprised of checkbooks and bank statements with cancelled checks of Baker's 1978 senatorial campaign committees: the Tennessee Committee for Baker and the Re-Elect Senator Baker Committee. The checkbooks are spiral bound books containing check stubs and unused checks (an occasional letter or memo is included in the checkbooks). The Tennessee Committee for Baker account was open until July, 1977 when the remaining funds were transferred to the Re-Elect Senator Baker Committee account.
Arrangement: The series is divided into there groups: bank statements, "P" checkbooks, and "G" checkbooks. Within these groups items are generally in chronological order.

STATE FILE 1979-1980 (7.3 cu. ft.)
Description: These records were used by the Baker Committee for campaign planning and tracking on a state by state basis. The amount and type of records for each state varies greatly. Some of the types of records found include various address lists (delegates, officials, contacts, volunteers, etc.), state campaign
plans, correspondence, reports, polls, expenditure and budget information, news clippings, telephone books, and published visitor and travel information. Many of these records were originally in various size 3-ring notebooks but have been rehoused in folders (often several folders per notebook) for preservation
reasons. Some states, such as Iowa, had a couple notebooks, folders, and loose documents. Records for most states, the District of Columbia, and Guam are present. The Master State Report Book with summary information and separate sections for about half of the states is also included here. Most records date from late 1979 to early 1980.
Arrangement: Folders are alphabetical by state; within a state specific folders come before general ones. The Master State Report Book is at the front.

BUDGET REPORTS 1979-1981 (1.8 cu.ft.)
Description: These are computer printouts (on green bar paper) of budget expenditures and allocations and lists of checks and vendor addresses for the Baker Committee. Monthly budget reports are comprised of tables which show the funds budgeted, funds used and the difference between the two during that month
and to date in the numerous divisions and accounts of the campaign.
The check listings in check number order show the amount and purpose of each check issued by the Baker Committee. The check listings in vendor number order shows the amount, date, and number of each check but does not include a description of the purpose of the checks. The vendor lists give vendor addresses and
the assigned vendor numbers; one list is in alphabetical order by vendor name and the other is in numerical order by vendor number. ("Vendor" does includes individuals such as staff.) The computer run date on most of these printouts is March 30, 1981 though a few were run shortly following the date of the period covered.
Arrangement: Monthly reports are in chronological order by date of period covered. These are followed by check and vendor listings which are filed here in alphabetical order by folder title; the titles explain the order of the information within the folders.

ADDITIONAL INFORMATION LETTERS 1979-1980 (1 cu. ft.)
Description: These are form letters to Baker Committee contributors from Stan Huckaby, the committee's treasurer, requesting address and employment information for FEC reasons. The letters have been returned to the Committee by the contributors with the blanks in the bottom portion filled in. Many of the letters
have hand written codes and dates at the top presumably dealing with the computer data entry. All letters except those in the last folder are dated February 20 or July 3, 1980 and the computer data entry dates are in March and July, 1980. The last folder contains a variety of correspondence both from and to contributors regarding additional or incorrect information dealing with their contributions.
Arrangement: These letters are in three main groups: 2/20/80, 7/3/80, and miscellaneous. These are subdivided into smaller groups, the significance of which is not apparent (but may deal with the computer data entry). The letters within each smaller group, except for the miscellaneous groups, are in alphabetical order by contributor's surname.

Description: This file contains copies of letters from the Baker Committee to contributors with questionable contributions explaining why their checks were being returned. Reasons for returning contributions include: unsigned check, wrong payee, drawn on a corporate account, exceeding contribution limit, etc. Copies of the returned checks and correspondence from the contributor is often attached. Also
included in this file is a folder containing daily log sheets of the questionable contributions. Information on the sheets includes: name, amount, date, reason, and whether or not the contribution was deposited. This folder also contains some related correspondence and notes.
Arrangement: The refund letters with their attachments are in alphabetical order by the contributor's surname. These follow the first folder which contains the daily log sheets, in reverse chronological order, and correspondence and notes.

Description: These are the Baker Committee's computer printouts of information about people who donated money presumably to Baker's presidential campaign though some printouts say they were done for the Republican Senate Majority Fund (RSMF). Information on the printouts include name, address, number of contributions, amount of contributions, dates, and code numbers. The great majority of
contributions shown on these printouts were made in 1979 and 1980 but the dates of contributions range from Jan. 1, 1979 through June 19, 1985.
Arrangement: There are seven separate groups and each has its own separate arrangement. The first four groups are arranged alphabetically by surname of contributor; these include Tennessee Addresses, All Addresses, Surnames Ra-Ry, and Surnames Pie-Sta for RSMF. The next group is arranged alphabetically by state abbreviation, thereunder by surname. The final two groups (an all zipcodes group and a Chicago area contributors group) are arranged numerically by zipcode, thereunder alphabetically by surname.

CONTRIBUTION SOLICITATION MAILINGS 7/1979-3/1980 (3 cu. ft.)
Description: These are letters from Baker (and a few from a couple of his campaign officials) to individuals for the purposes of getting financial contributions and votes for his 1980 Presidential campaign. Letters vary in content, format, and accompanying material. All are folded in envelopes and most are stamped and have not been mailed; a few have been returned as undeliverable. (Many envelopes are sealed
though it is unclear whether this was intentional or they simply got stuck over time.) Most have return reply envelopes enclosed that are marked with tracking codes. Many envelopes include surveys, reprinted news clippings, newsletters, pamphlets, and/or Presidential Steering Committee Membership Cards. The letters are dated between July 1979 and March 1980.
(These letters were rubber banded in small bundles according to the tracking code. The tracking code and occasionally the date was hand written on the front of the envelope. Some codes were in more than one bundle apparently because of different cities. These have been rehoused, a few bundles per folder.)
Arrangement: These are in alpha-numerical order according to the tracking codes, except that the codes P30's, C's and TKU's are at the end. They are also generally in chronological order.

MATCHING FUNDS FILE 2/1979-7/1980 (4.5 cu. ft.)
Description: These records deal with contributions to Baker's presidential campaign that were used to get matching funds from the U.S. government. Letters to the FEC about meeting matching funds requirements and related notes and lists are included though the great majority of this file is comprised of Matching Fund
Reports. These reports are computer generated lists of contributors containing the following information: contributor sequence number, name and address, date and amount of contribution, "amount submitted for matching this submission," "aggregate submitted for matching," and various totals. These are copies of green bar computer printouts and most were removed from 3-ring notebooks. The 2/2/79-9/28/79 A-E and
11/1-31/79 Haakea-K and N-Z sections of the surname lists are not in the collection.
Arrangement: The general/misc. folders are at the front followed by the reports. There are two groups of Matching Funds Reports. The first group is called the threshold submission report and contains a master file and a copy; each is in alphabetical order by contributor's state, thereunder, alphabetical by surname. The
second, here called Surname Lists, is arranged alphabetically by contributor's surname within chronological date groupings.

REPUBLICAN MAJORITY FUND DEPOSIT RECORDS 7-12/1985 (5 cu. ft.)
Description: The Republican Majority Fund (RMF) was established in 1980 as a multi-candidate political committee. Baker was closely identified with the committee; for example, he hosted fundraising events and signed direct mail fundraising solicitations on behalf of the RMF. This file contains records of contributions made to the RMF as a result of Baker's mail solicitation. Folders include bank deposit slips, adding machine tape lists of deposit amounts, photocopies of contribution checks, response form letters, and name and address lists of contributors. A variety of completed returned response form letters, addressed back to Baker, are included; many these have check boxes for the contributor to mark thereby choosing among several liberal democrats (photo and brief description included) that they want to help defeat.
Arrangement: Folders are in numerical order by deposit number (except for "C053" which follows 4658 and "C054" which follows 4663); this is also chronological order.

BAKER'S POSSIBLE 1988 PRESIDENTIAL CAMPAIGN
THE BAKER COMMITTEE FILE 1985-1987 (1.5 cu. ft.)
Description: The Baker Committee was established in 1985 as a "testing-the-waters" exploratory committee with the purpose of determining whether Baker should become a 1988 Republican Presidential Candidate. Most of the records in this file deal with the committee's finances, but also included are records concerning various aspects of setting up and running the committee. Some documents have "Baker for President Committee 1988" on them rather than the more common "The Baker Committee." Types of records found in this file include correspondence, memos, notes, photocopies of incoming and outgoing checks, bank records, address lists, reports, and completed contribution forms.
Arrangement: The file is in four groups: general, accounting records, deposits, and disbursements. The "general" group is in alphabetical order by folder title. The accounting and deposits folders are in chronological order. The disbursement records are in alphabetical order by name of recipient.
