ADMINISTRATIVE SUBGROUP

OFFICE FILE 1967-1984 (2 cu. ft.)

Description: This series contains information on the day to day operation of Baker's offices and the wide variety of things that the administrative staff dealt with. Some of the categories covered in this file include: office equipment, files, supplies, and furnishings; staff meetings and responsibilities; field offices; special issues; and mail reports. It also serves as a kind of catch all for folders not fitting into any other file series; that is, folders that are not specifically about legislative issues, campaigns, or public relations or fitting into any other administrative file are likely to be found here. Types of documents include correspondence, notes, memos, reports, lists, publications, receipts, orders, meeting announcements, press releases, invitations, agendas and clippings.

Arrangement: Folders are arranged alphabetically by title, thereunder, chronologically.

NAME FILE 1967-1984 (2 cu. ft.)

Description: The majority of folders contain correspondence between the individual listed in the folder title and Baker or his staff however some include correspondence, notes, memos, and other related material about the individual.

Arrangement: Folders are arranged alphabetically by name, surname first. Some 1977-78 documents are not given a separate folder for each person but are instead in general folders by first letter of the surname.

AGENCIES, BOARDS, COMMISSIONS, AND DEPARTMENTS FILE 1973-1984 (0.4 cu. ft.)

Description: This file contains folders of the various government agencies, boards, commissions, and departments that Baker and his staff dealt with. Folders contain correspondence primarily between Baker and agency officials, or other members of congress; notes; agendas; and supporting documents, primarily relating to current issues. A few contain documents relating to appointments to the agencies, boards, etc. but most of that type of material is in the Patronage File following this file listing or in the Recommendation and Nomination File in the Public Relations and Press Subgroup.

Arrangement: Alphabetical by first identifying word in the agency name; a folder containing documents relating to multiple boards and commissions is at the beginning.

APPLICANTS/RESUMES FILE 1967-1983 (bulk 1977-1979) (2 cu. ft.)

Description: The folders contain correspondence, notes, and memos to, from, and about applicants primarily for Baker's staff. Many folders also include resumes, applications, and supporting information.

Arrangement: This file is made up of two groups: position and name files. The first group is arranged alphabetically (after the general folders at the front) by the type of position sought and, thereunder, chronologically by year. The second is arranged alphabetically by the name of the applicant; there are a few whole folders devoted to a single person following the folder for the letter group (ex: an individual folder for John Doe would follow the D folder). Documents within the letter folders are also generally alphabetical by surname.

APPOINTMENTS AND SCHEDULES FILE 1974-1984 (8 cu. ft.)

Description: This file contains several types of folders that document the daily meetings, appointments, and appearances of the senator and sometimes his staff and family. Appointment Request Lists folders contain lists of people and organizations requesting appointments and sometimes include a brief description of the reason for the appointment; most of these have handwritten notes indicating whether or not the senator or some other staff member will accept the appointment. Included within the appointment folders are completed request for appointment forms; notes, phone messages, memos, and letters to and from Baker's office regarding appointments, meetings, and invitations; guest lists; and background information. The schedule folders contain the senator's daily schedules of appointments, meetings, and events; a few notes, memos, and letters are also included. Some years also include weekly and monthly schedule folders; these contain only the senator's monthly and weekly schedules. There are a few folders for specific events; these are filed chronologically. The type and quantity of files present for each year varies greatly. Some years only have appointment files while others have all the various appointment and schedule files described here.

Note: Other appointment/schedule type files can be found in the Personal and Campaign Subgroups.

Arrangement: These files are arranged chronologically by year except for four folders of James Cannon's appointments/schedules (1977-80) which are at the very end. Within each year, files covering more than one month are at the front followed chronologically by the appointment and schedule files for each month (when present). Generally, the documents within the folders are arranged either chronologically or reverse chronologically (as they were in Baker's office).

PROJECT FILE 1968-1984 (Bulk 1982-1984) (1.8 cu. ft.)

Description: Folders contain grant applications, notes, correspondence, reports and background information relating to funding projects. All but the Dirksen Center Project (Illinois) folders deal with funding for Tennessee projects primarily through federal grants.

Arrangement: Folders relating to grants in general are at the front followed by specific grant project folders in alphabetical arrangement by the Tennessee county; this is followed by various project folders arranged alphabetically by title.

VIP CORRESPONDENCE 1967-1988 (0.7 cu. ft.)

Description: These files primarily contain correspondence between Baker and various VIP's (very important people) such as federal, state, local, and foreign officials. Much of it is letters of thanks, congratulations, appreciation, and condolence to and from Baker, however, some folders also contain correspondence and related material of a more substantial nature. The two "Presidents" folders contain the correspondence (and attachments) that was removed (for preservation reasons) from plastic sleeves in a 3-ring notebook.

Arrangement: Alphabetical by position title or category.

PERSONAL CORRESPONDENCE FILE 1977-1984 (1 cu. ft.)

Description: This file contains original letters to Baker and yellow copies of correspondence from Baker. The related documents are stapled together. Correspondents range from close friends to people Baker never met. Topics vary greatly but do not include legislative related subjects. The 1977-1980 correspondence from Baker is marked as being filed in the minority leader's office.

Arrangement: Folders are in chronological order. Documents within folders are generally in alphabetical order by authors surname.

Description: Folders contain photocopies of correspondence from Baker.

Arrangement: Documents are in reverse chronological order.

Box 61. Chronological Correspondence File

STAFF CORRESPONDENCE FILES 1977-1983 (2 cu. ft.)

Description: These files contain correspondence to, from, and between various Baker staff members. A wide range of topics is included. About half of it was Jim Cannon's when he was Baker's Administrative Assistant to the Minority Leader, and Chief of Staff for the Majority Leader. Some of the other staff whose correspondence is included here are Rob Mosbacher, Marty Gold, Howard Leibengood, Jim Range and Mary Kay O'Hara.

Arrangement: This series is divided into four sections: Jim Cannon's Correspondence files, Memos, Personal Correspondence, and Miscellaneous Correspondence. Cannon's Files have an alphabetical by surname section and a reverse chronological section. Within the remaining three groups, folders are arranged alphabetically by folder title and thereunder, chronologically.

STANDARD RESPONSE FILE 1968, 1973-1974, 1978-1982 (1 cu. ft.)

Description: This file contains some of the form paragraphs used by Baker's staff to reply to much of the public opinion mail and other constituent correspondence; included are standard responses to a wide variety of issues, thank yous, congratulations, and requests. The 1978-82 records are part of the Correspondence Management System (CMS) (an automated system that began to be widely used throughout the Senate at this time) which uses the computer to combine approved text with name, address, and personal details to create similar though individualized replies.

Arrangement: All but three folders are arranged alphabetically by topic; many have indexes to the subtopics at the front of the first folder on the topic. (Topics are very broad categories under which the issue or item would fall.) Three folders at the end contain standard responses in numerical order. (Each of the standard responses has its own item number.)

PUBLIC OPINION MAIL DRAFT RESPONSES 7-8/1973, 1-2/1974 (0.1 cu. ft.)

Description: These are yellow legal size pads of paper filled with the correspondents' names and addresses in one column and in the other, the text of Baker's responses, quotes from the writers' letters, or notes about things to include in the responses. These are hand written, presumably by one of Baker's office staff. Other information also on the pads includes such things as the date they were offset, whether or not the correspondence was favorable, and that the responses have been addressed and mailed. As is to be expected from the dates, most, though not all, of the correspondence deals with the Watergate hearings.

Arrangement: Roughly in chronological order.

Box 65. Public Opinion Mail Draft Responses

PUBLIC OPINION MAIL 1969-1978 (47 cu. ft.)

Description: The Public Opinion Mail series (also known as constituent correspondence, legislative issue correspondence, or issue mail) contains letters and postcards to Baker from Tennesseans and people across the country (and a few from outside the country) expressing their views on various issues. Some have a copy of Baker's reply attached. The date used is the date of Baker's reply, the date of the received date stamp, or the date the incoming correspondence was written (as available). The Watergate correspondence makes up the great majority of this series (44 of the 47 cu. ft.) and is described in more depth at the beginning of the Watergate correspondence listing.

Arrangement: Folders are in alphabetical order by general subject area except for the Watergate correspondence which is at the end (due to the great quantity). The arrangement of folders and documents varies within each subject. The arrangement of the Watergate correspondence is described at the beginning of the Watergate correspondence listing.

PUBLIC OPINION MAIL - WATERGATE (SELECT COMMITTEE ON PRESIDENTIAL CAMPAIGN ACTIVITIES) 2/1973-12/1974 (43.7 cu. ft.)

Description: This portion of the public opinion correspondence is comprised of letters and postcards to Baker from people all over the country (and occasionally from outside the country) expressing their views on the Watergate hearings. (Baker was the Vice Chairman of the Select Committee on Presidential Campaign Activities which conducted the hearings.) The Watergate correspondence is in three sections: With Replies Attached, Without Replies Attached, and Mass Mailed Postcards.

The With Replies Attached group (2 cu. ft.) has a copy of Baker's reply attached to the original letter. They date from February 1973 to December 1974 with slightly more from out-of-state than from Tennessee.

Of the approximately 41 cu. ft. of Without Replies Attached group, about 4 cu. ft. are from Tennessee, about 36 cu. ft. are from out-of-state, and about .5 cu. ft. are from unknown locations. No replies from Baker are attached but that does not necessarily mean none were sent; samples of Baker's standard replies to Watergate correspondence are in the Standard Response File. The dates of this Without Replies Attached correspondence include April 1973 to April 1974.

The Mass Mailed Postcards (1 cu. ft.) have the same message typed on all of them: "As a concerned conservative, I must urge you and other government leaders to investigate, in addition to Watergate, the very real threat to our country -- left-wing radicals." Some have additional notes written on them primarily concerning Watergate. They were sent from all over the United States from September 1973 through January 1974 though mostly in September. These were in a box from Baker's Tri-Cities office which was marked "answered"; when the Washington office got too busy, constituent correspondence was sent to the state offices for handling which was apparently the case with much of the Watergate mail.

Arrangement: The Watergate correspondence is divided into three sections: With Replies Attached, Without Replies Attached, and Mass Mailed Postcards. The first two sections are organized by the author's return address: Tennessee, Out-of-State, or Unknown and thereunder, chronologically (by date of reply for the With Replies Attached, by received date stamp for the Without Replies Attached) with undated correspondence at the end. The Mass Mailed Postcards are in chronological order by the month in which they were written; they are not organized by author's address.

(Most of the material in this file arrived at this repository with very little arrangement. Some of the letters were in bundles marked as being from Tennessee or out-of-state and "favorable" or "unfavorable" though much of it was loose and in somewhat chronological order. Since time prohibited sorting by favorable or unfavorable, the date and location was used here to arrange this correspondence.)

Description: The majority of records included in this series was designated "miscellaneous" and filed in "Misc." folders by Baker's staff; a few were put in this series because they did not fit well in any other series. The Minority/Majority Leader's Office Files primarily contain correspondence to and from Baker on miscellaneous topics; original folder titles said "MLO Misc." These range in date from 1977 to 1984. The other subseries contains a wide variety of documents though much is correspondence.

Arrangement: This series is divided into two subseries: the Minority/Majority Leader's Office Miscellaneous File and other miscellaneous files. Within each subseries folders are in chronological order.

TRAVEL FILES

Description: There are four separate groups that make up the travel files. They are Air Travel Vouchers and Records, J.M. Cannon's Trip File, Trip Miscellaneous File, and Trip File by Place. Each is described separately below.

AIR TRAVEL VOUCHERS AND RECORDS 1967-1970 (0.2 cu. ft.)

Description: Folders contain notes, vouchers and other records relating to the cost and payment for air travel of Baker, his family, and staff.

Arrangement: Chronological.

J.M. CANNON'S TRIP FILE 1977-1978 (0.3 cu. ft.)

Description: J.M. Cannon's trip files include notes, itineraries, correspondence, and background/briefing information for trips he and/or Baker took or planned on taking. Jim Cannon was Baker's administrative assistant.

Arrangement: Alphabetical by state thereunder chronological.

Description: These files include material relating to Baker's trips and to his responsibility as minority and majority leader to authorize foreign travel of other senators. The files contain correspondence, memos, and reports.

Arrangement: Alphabetical.

TRIP FILE BY PLACE 1973-1983 (0.4 cu. ft.)

Description: These include documents not only relating to Baker's trips but also to trips of other senators since one of Baker's responsibilities as minority and majority leader was to authorize foreign travel of senators. Most folders relate to foreign travel though a few concern domestic trips. The folders contain a wide variety of documents including: trip authorization letters, itineraries, travel reports, notes, memos, telegrams and correspondence, and other trip related materials. The dates on the files are primarily the dates of the trips; most but not all of the documents in a particular folder predate the trip. The folder title usually gives the main destination of the trip; other stops are included in some trips which are not reflected in the folder title.

Arrangement: Folders are in alphabetical order with the exception of the three folders of trips to numerous destinations which are at the end. Some are listed by the general area of the trip (but usually contain stops in multiple countries) while others are listed by the specific destination.

FIELD OFFICE FILE - TRI-CITIES OFFICE 1972-1978 (0.6 cu. ft.)

Description: This file was kept by Mrs. Virginia B. Jennings (Field Representative for Baker) in the Tri-Cities (Bristol, Kingsport, Johnson City) Office in Blountville, Tennessee. Many contain casework documents; the letters, memos, notes, etc. relating to Baker's staff assisting constituents who are having problems with federal agencies. Other folders contain opinion letters or requests for information or recommendations, and a couple contain invitations. Tennessee county names and sometimes explanatory information are in parentheses after the folder title. Folder titles and arrangement are almost entirely as they were originally.

Arrangement: Folders are in alphabetical order primarily by person's surname but occasionally by topic.

Box 115. Field Office File - Tri-Cities Office

STAFF STENO NOTEBOOKS 1975 and unknown dates (0.3 cu. ft.)

Description: These spiral bound steno notebooks contain many notes relating to a wide variety of things. They seem to relate to phone calls received, things to do, letters to write, contact names and numbers, and other various odd notes. The six of these with blue covers have "Pat" and, usually, the date written on the cover, though it is not clear which of the Pat's on Baker's staff these belonged to. The remaining five notebooks contain no date or ownership information.

Arrangement: The dated notebooks are in chronological order followed by the undated ones.

MISCELLANEOUS PUBLICATIONS 1967-1984 (0.5 cu. ft.)

Description: These publications were found throughout the collection though they did not seem to be part of any obvious file series and most were not in folders. The ten titles range from government publications to private news periodicals.

Arrangement: Alphabetical by title.

TELEPHONE MESSAGE BOOKLETS 4/1977-6/1980 (1.5 cu. ft.)

Description: These are bound telephone message booklets containing three forms per page for message information. The original messages have been removed (undoubtedly given to the person they were for) and the carbon copies remain in these booklets. The messages are for various Baker staff members; very few of the messages are to Baker himself. Most of the messages contain very little information aside from who called and when they called.

Arrangement: The booklets are in chronological order by the earliest date in them. There is a lot of overlap of dates probably because several message booklets could have been used each day at different phones.

BAKER ROAST FINANCIAL RECORDS - DAILY TRANSACTION REPORTS 7-9/1984 (.3 cu.ft.)

Description: These are computer printouts that list names, addresses, and amount of contributions of people donating to a roast fund - presumably for Baker's roast that was given on Sept. 12, 1984. Also on the printouts are total number and amounts of contributions for each deposit, deposit numbers, dates, and occasionally hand written notes. The titles on the folders that these records were removed from said "1984 Roast Daily Transaction Reports."

Arrangement: Documents are in numerical order by deposit number.
