Biographical/Historical Note

James Newell Stannard was born to Jay Ellis and Miriam (Newell) Stannard in Owego, New York on January 2, 1910. He earned his A.B. from Oberlin College in 1931, his M.A. from Harvard University in 1934, and his Ph.D. from Harvard University in 1935. Stannard began his professional career as an Instructor of Physiology at the University of Rochester in New York (1935-1939) and worked as an Assistant Professor of Pharmacology at Emory University in Atlanta, Georgia (1939-1941) and as a Pharmacologist and Physiologist at the National Institutes of Health in Bethesda, Maryland (1941-1947) before returning to the University of Rochester as an Assistant Professor of Radiation Biology and Biophysics in 1947. He spent the majority of the remainder of his career in Rochester, becoming an Associate Professor in 1949 and a Professor in 1959. During his time in Rochester, he also served as the Director of the Atomic Energy Project (1959-1969) and as the Associate Dean for Graduate Studies in New York (1959-1975). After retiring in 1975, Stannard moved to California and became an Adjunct Professor at the University of California, San Diego. He died in San Diego on September 19, 2005.

Stannard was married twice: first to Grace L. Kingsley (1911-1991) on August 7, 1935 and second to Helena R. Woodhouse on January 24, 1994. He had one child, Susan L. (Stannard) Frazier, with his first wife.


Scope and Content Note

These papers document Dr. J. Newell Stannard's work in the field of radiobiology from the late 1940s to the 1990s. Stannard created the vast majority of the material while working at the University of Rochester and at the University of California at San Diego, but some items showing his work with the U.S. government are present as well.

This work was done primarily by Bill Bair and J. Newell Stannard to get input on risk estimates for internal emitters into the proposed "Risk Only" system that was never published as such. Other SC-57 members contributed from time to time.

The story of a proposed "Plutonium Fact Sheet" requested by DOE and prepared in draft form by Stannard. According to Stannard, It is "an example of how not to write a popular version of a scientific subject. The public relations people still have it."
Sub-Series B: NCRP III (Scientific Committee 34), 1972-1973
SC-34 was the predecessor to SC-57 shown in Sub-Series A. Stannard chaired both committees and eventually became chairman emeritus of SC-57.

I do not have records for some of the earlier ones - e.g. the AEC Advisory Committee on Education and Training, the NASA BioSciences, the American Institute of Biological Sciences, the Advisory Board of the University of Rochester School of Medicine and Dentistry, the Committee on Graduate Studies thereof, the University Council on Graduate Studies of the University of Rochester, the Council of Graduate Schools, and many others - some named in other contexts. I have only spotty records of some others: viz: the USPHS National Advisory Committee on Radiation, the EPA Advisory Committee on Radiation in the Environment, several scientific societies and the like. My service on several NCRP Committees is documented in Boxes 11, 12, and 13. Brought together here are proceedings and other records of advisory committees I had an in depth relation to and which could not be recorded conveniently in other contexts."
