IEEE Xplore (IEEE/IEE Electronic Library), hereafter referred to as IEL, provides the full text of IEEE and IEE journals, proceedings and standards. Some IEEE content goes back to 1950, but most goes back to 1988.

Selecting IEL from the Databases menu

Browsing for a journal by title; restricting to IEE and then IEEE

Advanced search for rfid; Author search for J.R. Roth

Databases either contain electronic copies of journal, magazine, and newspaper articles, engineering standards or citations to these articles.

A citation describes the publication information of an article but does not give the full text. Example:

A good buy - The new Brooklyn bridge
Anon Source: Steel Times International, v 29, n 2, February/March, 2005, p 28+30

In the case of citations, you will need to click on the icon provided in the database to determine whether full text/print is available. Or if there is no FindText icon, you will need to look in the UT Libraries Catalog.
