Public Domain Photos

PDPhoto.org is a repository of public domain photos (some of which are rather nice). Since they are in the public domain (or at least have some sort of Creative Commons license attached to them that encourages derivative/non commercial uses), they are free to use.

The library also has a growing collection of digital library content and commercial databases available for non-commercial uses.
