Colleges Worry About NSF Limits on Numbers of Grant Applications

"Increasingly, for some types of grant competitions, the agency is limiting the number of applications that any one institution can submit, often to one or two. That means that universities, and especially large colleges that have several researchers interested in some grants competitions, are required to do their own form of peer review in house to decide which of several proposals to submit."
