NIH Public Access Policy Requests Input

NIH implemented the Public Access Policy on January 11, 2008. As of April 7, 2008, all final peer-reviewed manuscripts arising from NIH funds must be submitted to PubMed Central upon acceptance for publication. As of May 25, 2008, NIH applications, proposals, and progress reports must include the PubMed Central reference number when citing an article that falls under the policy and is authored or co-authored by the investigator, or arose from the investigator's NIH award.

NIH Public Access Policy

On January 11, 2008, the National Institutes of Health (NIH) announced a revision to its Public Access Policy. The policy now *requires* eligible researchers to deposit copies of final manuscripts upon acceptance into a peer-reviewed journal so that they may be made publicly available within 12 months of publication. This policy applies to any journal articles resulting from research supported in whole or in part by direct funds from NIH. The manuscript is defined as the final version accepted for journal publication and includes all modifications from the publishing and peer-review process.

Harvard to Mandate Open Access

All papers by Harvard scholars accepted for publication as of today will be freely available to the public. The Harvard Faculty of Arts and Sciences unanimously passed a motion last night (February 12) that requires all arts and sciences faculty articles to be made publicly available.

Chemical Price Coverage

An update to Chemical Market Reporter, now ICIS, and the decline of chemical pricing information.

For background on this issue, visit the SciTech Library Question blog.

ICIS has provided a static list of about 80 chemicals.
This broad list of chemical prices is taken from the 28 August 2006 issue of Chemical Market Reporter (now rebranded and incorporated into ICIS Chemical Business). The list consists of static price indications from that issue. Products marked with an asterisk (*) have been updated to give indicative prices for 2007. The posted prices do not necessarily represent levels at which transactions may have actually occurred, nor do they represent bid or asked prices. Price ranges may represent quotations from different suppliers, as well as differences in quantity, quality and location. The prices are intended as a guide and not to be used as a basis for negotiations between producers and customers.

Women in Science symposium

October 15-16, 2007 · University of Tennessee Knoxville · University Center Shiloh Room

The Women in Science symposium is a two day event that consists of presentations from keynote speakers, panel discussions, and a reception and dinner at the Women's Baskbetball Hall of Fame [Driving Directions]. The speakers are from academia, industry, and national research labs. The symposium is organized by several faculty and staff from the University of Tennessee and Oak Ridge National Lab. It is also sponsored by several departments and offices within the University of Tennessee:

KNOXVILLE, Tenn., Sept. 20 (UPI) -- A team of U.S. researchers has discovered a protein's interactions with water determine how it folds into a three-dimensional shape.

The team led by biophysicist Jeremy Smith of the University of Tennessee used U.S., Italian and German high-performance computers to study simulations of peptides -- the smaller chains of amino acids that make up proteins.

EPA Library Closings--Update

After considerable pressure by librarians, researchers and the public,
Congress has ordered the Environmental Protection Agency (EPA) to
restore its library network. In the fiscal year (FY) 2008 Interior
Appropriations bill, the Senate Appropriations Committee orders EPA to
reopen the closed libraries. Last year, EPA closed its Headquarters
Library in Washington, DC, to visitors and walk-in patrons. EPA also
closed several regional libraries, the toxics and pesticides library and
the Ft. Meade Environmental Science Center Library.

The language reads

"$2,000,000 shall be used to restore the network of EPA libraries
recently closed or consolidated by the administration. While the
Committee approves of efforts to make environmental data collections
available electronically, the Committee does not agree to further
library closures or consolidations without evidence of how the public
would be served by these changes. Therefore, the Committee expects the
EPA to restore publicly available library facilities in each region. EPA
is directed to submit a plan on how it will use this funding increase to
reopen facilities and maintain a robust collection of environmental data
and resources in each region by December 31, 2007."

EPA Library System in Peril

U.S. Environmental Protection Agency officials are proposing to cut funding by 80% for the agency's national library network, a system that supports the research needs of thousands of EPA staff scientists and enforcement personnel, environmental biologists and ecologists in academia and industry, and members of the general public.

EPA Library Closings

SLA, AALL, ALA, and ARL are in strong opposition to the Bush Administration proposal to close the network of libraries and information centers operating within the U.S. Environmental Protection Agency (EPA). A joint letter from the library associations was sent to Rep. Charles H. Taylor and Rep. Norman D. Dicks, chair and ranking member, respectively, of the House Appropriations Committee, Subcommittee on Interior, Environment, and Related Agencies.

Science Literacy

ActionBioscience.org is a non-commercial, educational web site created to promote bioscience literacy by examining issues that will:

-motivate the public to play an active role in bioscience education
-show how developments in bioscience research can affect everyone
-promote an understanding of biogeography and the biodiversity of life
-engage the public to reflect on the relationship between human activity and the natural course of evolution
-promote global ecological awareness
-advance formal and informal bioscience education
-encourage students to pursue studies in the biosciences

To meet these goals, the web site provides articles by scientists, science educators, and science students on issues related to seven bioscience challenges: environment, biodiversity, genomics, biotechnology, evolution, new frontiers in science, and bioscience education. In addition, the web site provides educators with original lessons and resources to enhance bioscience teaching. Up-to-date external links are provided at the bottom of each article to help the reader "learn more" about or "get involved" in the issue.

Committee on Prospering in the Global Economy of the 21st Century: An Agenda for American Science and Technology, National Academy of Sciences, National Academy of Engineering, Institute of Medicine

Description:
In a world where advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology have begun to erode. A comprehensive and coordinated federal effort is urgently needed to bolster U.S. competitiveness and pre-eminence in these areas. This congressionally requested report by a pre-eminent committee makes four recommendations along with 20 implementation actions that federal policy-makers should take to create high-quality jobs and focus new science and technology efforts on meeting the nation's needs, especially in the area of clean, affordable energy:

1) Increase America's talent pool by vastly improving K-12 mathematics and science education;
2) Sustain and strengthen the nation's commitment to long-term basic research;
3) Develop, recruit, and retain top students, scientists, and engineers from both the U.S. and abroad; and
4) Ensure that the United States is the premier place in the world for innovation.

Some actions will involve changing existing laws, while others will require financial support that would come from reallocating existing budgets or increasing them.

Scopes Trial Photos Discovered

Marcel C. LaFollette, an independent scholar, historian and Smithsonian volunteer uncovered rare, unpublished photographs of the 1925 Tennessee vs. John Scopes “Monkey Trial” in the Smithsonian Institution Archives. The nitrate negatives, including portraits of trial participants, and images from the trial itself and significant places in Dayton, were discovered in archival material donated to the Smithsonian by Science Service in 1971. The online finding aid to records of the Science Service, 1902-1965 (SIA Record Unit 7091) list additional materials in the collection.

Colleges Worry About NSF Limits on Numbers of Grant Applications

"Increasingly, for some types of grant competitions, the agency is limiting the number of applications that any one institution can submit, often to one or two. Congress Presses to Privatize USGS Data

Congress Seeks to Privatize Some USGS Water Activities

More of the data collection and analysis work conducted through the U.S. Geological Survey's (USGS) cooperative water program could be privatized under language in the U.S. House of Representative's Department of the Interior fiscal year 2006 appropriations bill. Supporters of the privatization language say that it would stop USGS from competing with the private sector, but many environmental managers fear that important data collection efforts would be weakened.

NRC Documents Restored

NRC to restore docs following security review
U.S. Nuclear Regulatory Commission

The Nuclear Regulatory Commission (NRC) announced last week it will restore more than 70,000 documents to its online library for public view in a continuing effort to scrub its site of sensitive documents.

About 5,000 documents per day will be restored to the site to limit the impact on the NRC's electronic records system, which is expected to be completed by June 20.
