Bylaws

Article I – Name

The name of this organization shall be the East Tennessee Library Association.

Article II – Objective

The objectives of the Association shall be:

  • To foster the development of better library service for all types of libraries
  • To provide opportunities for professional growth and networking
  • To promote cooperation among libraries
  • To promote the solving of common problems
  • To provide social opportunities for members to become better acquainted

Article III – Membership

Section 1.  Membership in ETLA shall be open to all persons employed on a library staff, all persons engaged in library education (faculty and students), all former members of above groups, and other interested persons. They may become members by paying the dues of this organization.

Section 2.  The dues shall be $10.00 per year or $15.00 for two years. The membership year shall be January 1 – December 31. Dues shall not be prorated.

Article IV – Officers

The officers of the organization shall be a president, vice-president, secretary, treasurer, and newsletter editor. The duties of the officers shall be those generally listed in Robert’s Rules of Order. In addition, the vice-president shall serve as president-elect and program chair, and the treasurer shall maintain the membership list in an appropriate electronic format.

Officers shall be elected by mail (traditional or electronic) vote of the membership and take office July 1. The secretary, treasurer, and newsletter editor shall hold office for two calendar years; the president and vice-president shall hold office for one year.  The treasurer and newsletter editor shall serve staggered terms to ensure continuity.

Article V – Meetings

The Association shall have no fewer than two meetings per year which will be planned by the governing body of the Association on an annual schedule.

Article VI – Governing Body

The governing body shall be called the Board of Directors and will be composed of the officers and the immediate past president.  The Board of Directors shall transact the business of the Association between meetings.

Article VII – Webmaster

The Board of Directors shall appoint a Webmaster to serve for a term of two years.  The Webmaster will maintain a welcoming and appealing web page representing the Association, including such items as contact information for officers, bylaws, Association news, etc.  Information will be kept current as provided by the Board.

Article VIII – Committees

At its discretion, the Board of Directors may appoint chairs for the following committees to serve for one year:

  • Membership
  • Nominating
  • Rothrock Lecture

Article IX – Parliamentary Authority

Robert’s Rules of Order shall be the final parliamentary authority for this Association.

Article X – Association Archives

Association materials (or copies) of historical value (minutes, treasurer’s reports, newsletters, correspondence, etc.) shall be collected by the president and deposited in the McClung Historical Collection of the Knox County Public Library on an annual basis at the end of his or her term.

Article IX – Amendments

These bylaws may be amended by a two-third majority of the membership voting by traditional or electronic mail ballot.
